Settlers...
...are not peaceful.
Some examples would be
- the settlers in israel or
- the settlers back then when the west was won in the US.
A settler is a lot about trying to get the best piece of land and defend it against anyone else.
In the shire they are farmers (and bakers etc). Which is the state you fall into after the settling has taken place.
